YOUR telegram No. 207 of the 7th instant, reporting establishment of reorganized Metropolitan Administration. Morrison telegraphs to the "Times" on the 7th November that control of postal service has been transferred from Imperial Maritime Customs to the Board of Communications.
Should the facts be as reported, have you any confirmation of this statement? Are you of opinion that, under loan agreements, we have any grounds for objection to this step on the part of the Chinese Government?
